The Economic and Organised Crime Office (EOCO) has obtained a High Court order to freeze the assets of Dennis Edward Aboagye, popularly known as Miracles Aboagye, as part of ongoing investigations into alleged financial and procurement-related irregularities linked to his tenure as Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD).
The court order freezes five bank accounts and four landed properties belonging to Aboagye. It temporarily bars any transactions involving the identified accounts and prohibits the sale, transfer, mortgage, or disposal of the listed properties until further orders are issued by the court. According to EOCO, the preservation order is intended to ensure that assets potentially connected to the investigation remain available while inquiries continue.
Investigators are examining allegations involving approximately GH¢55 million, with the probe focusing on suspected fraud, theft, and procurement-related irregularities during Aboagye's leadership of the IMCCoD. EOCO says the investigation seeks to establish whether public funds were mismanaged or unlawfully diverted and whether any criminal offences were committed.
The latest development follows Aboagye's earlier arrest after his return to Ghana. He was questioned by EOCO and later granted bail while investigations continued. The anti-graft agency has maintained that the arrest, the preservation of assets, and other investigative measures form part of its broader effort to establish the facts and safeguard any assets that may be relevant to the case.
Aboagye has denied all allegations against him and insists that he has committed no wrongdoing. His legal team has maintained that he will cooperate fully with investigators and defend himself through the legal process. At this stage, no court has found him guilty of any offence, and the investigations remain ongoing.
Legal analysts note that preservation orders are a recognised tool under Ghanaian law, allowing investigative agencies to prevent the disposal of assets that may be relevant to economic crime investigations before a case is concluded. Such orders do not amount to a conviction or a finding of liability but are intended to preserve the status quo while investigations continue.
