Government Unveils Vision for a Stronger, Cleaner Energy Future
Accra, July 17, 2025 — The Minister for Energy and Green Transition, Mr. John Jinapor, has firmly dismissed speculation over the sale or privatisation of the Volta River Authority (VRA), announcing instead a government-backed proposal to merge VRA with the Bui Power Authority. This move, he said, is part of a broader restructuring strategy to protect and enhance state-owned energy assets.
Speaking at the Government Accountability Series in Accra on Wednesday, Mr. Jinapor outlined the administration’s vision for a more efficient and technically coordinated national energy framework“Our vision is not to sell VRA,” he declared. “Rather, we are proposing a merger between VRA and Bui to form a single holding company with three operational divisions: thermal, hydro, and renewable energy.”
This restructured entity, he explained, will unify the assets and operations of the two major state-owned power generators under one management system to streamline coordination, cut costs, and accelerate the shift toward sustainable energy.
Why the Merger Matters
According to the Energy Minister, the new structure will offer significant advantages.
